MY NAME IS JOE AFFRONTI, AND I'M THE CHAIRMAN OF THE METROPOLITAN PLANNING ORGANIZATION. AS FOR THE FORMAT OF THE PUBLIC HEARING, FIRST WE WILL HEAR A SHORT PRESENTATION FROM STAFF ON THE PRIORITIES. THEN WE WILL OPEN UP THE HEARING FOR PUBLIC COMMENT. WE WILL FIRST RECOGNIZE PUBLIC OFFICIALS AND THEN TAKE PUBLIC COMMENT IN THE ORDER THAT YOU HAVE SIGNED IN. FOLLOWING PUBLIC COMMENT, WE WILL HAVE A BROAD DISCUSSION - - BOARD DISCUSSION AND TAKE ACTION ON THE PRIORITIES FOR THE T.I.P. WHEN YOU ADDRESS THE BOARD, PLEASE STEP UP TO THE MICROPHONE AND CLEARLY STATE YOUR NAME AND ADDRESS. NOW I WILL CALL ON STAFF TO GIVE A BRIEF OVERVIEW OF THE TRANSPORTATION IMPROVEMENT PROGRAM. MR. BLAIN. >>WALLY BLAIN: GOOD MORNING. WALLY BLAIN, MPO STAFF. WE ARE TALKING ABOUT THE [INAUDIBLE] PRIORITIES THIS MORNING. THESE WILL BE THE PRIORITIES FOR FUNDING IN THE NEW FIFTH YEAR, WHICH WILL BE 2013-2014, AS WE MOVE INTO DEVELOPING THE NEXT T.I.P. DOCUMENT. WE DID RECEIVE APPLICATIONS FOR 15 PROJECTS THROUGH THE SURFACE TRANSPORTATION PROGRAM. THIS IS THE MONEY FROM THE FEDERAL TRANSPORTATION BILL THAT'S DIRECTLY ALLOCATED TO THE URBAN AREA AND THE MPO SET THE PRIORITIES FOR. THESE APPLICATIONS WERE RECEIVED AT A DEADLINE OF APRIL 11th OF THIS YEAR. WE STARTED WITH A KICKOFF BACK IN FEBRUARY. EIGHT OF THOSE APPLICATIONS THAT CAME IN WERE FOR HIGHWAY WIDENING, THREE WERE FOR TRANSPORTATION DEMAND MANAGEMENT, ONE WAS FOR BUS REPLACEMENTS THROUGH HART. WE HAD AN APPLICATION FOR REDEVELOPMENT IN THE CITY OF PLANT CITY IN THEIR DOWNTOWN AREA. THE CITY OF TAMPA SUBMITTED AN APPLICATION FOR INTELLIGENT TRANSPORTATION SYSTEMS, THEIR TRAFFIC SIGNAL CONTROLLING. THEN WE HAD AN APPLICATION FROM THE WESTSHORE ALLIANCE FOR PEDESTRIAN IMPROVEMENTS IN THE WESTSHORE AREA. BRIEFLY TO GO THROUGH EACH OF THOSE PROJECTS THAT WE RECEIVED IN THE APPLICATION PROCESS, THE FIRST THAT WE RECEIVED WAS FROM HILLSBOROUGH COUNTY FOR BRUCE B. DOWNS WIDENING. THIS WOULD BE FROM BEARSS AVENUE NORTH TO PALM SPRINGS BOULEVARD. IT WOULD BE TO WIDEN THE ROAD FROM FOUR LANES TO EIGHT LANES. THE APPLICATION WAS SUBMITTED FOR $12 MILLION FOR RIGHT-OF- WAY, AND IT'S ROUGHLY A 3.5-MILE SEGMENT. WE ALSO RECEIVED AN APPLICATION FROM CITY OF TAMPA FOR THE 40th STREET WIDENING FROM HILLSBOROUGH TO HANNA AVENUE. THIS WOULD WIDEN THE ROAD FROM TWO LANES TO FOUR. IT'S ABOUT A HALF A MILE IN LENGTH, AND THE CITY IS REQUESTING JUST UNDER $8 MILLION. CITY OF TAMPA ALSO SUBMITTED AN APPLICATION FOR CROSS CREEK BOULEVARD. THIS WOULD BE THE WIDENING FROM CORY LAKE BOULEVARD OVER TO MORRIS BRIDGE ROAD. IT WOULD WIDEN IT FROM TWO LANES TO FOUR LANES, 2.25 MILES IN LENGTH. THE CITY IS REQUESTING $8 MILLION FOR THE CONSTRUCTION OF THIS. THIS IS THE FARTHEST EAST SECTION OF CROSS CREEK BOULEVARD. PLANT CITY SUBMITTED AN APPLICATION FOR SAM ALLEN ROAD. THIS IS TO WIDEN THE EXISTING ROAD BETWEEN STATE ROAD 39 AND PARK ROAD. THIS IS NORTH OF INTERSTATE 4 AND AN EAST-WEST ROAD THERE. IT'S TO WIDEN FROM TWO LANES TO FOUR LANES, ABOUT A MILE AND A HALF IN LENGTH, AND THE CITY HAS REQUESTED THE REMAINDER OF WHAT'S NEEDED FOR RIGHT-OF-WAY AT THIS TIME, WHICH IS 1.12 MILLION. JUST EAST OF THAT PROJECT IS THE EXTENSION OF SAM ALLEN ROAD FROM WILDER ROAD OVER TO CHARLIE TAYLOR ROAD. THIS WOULD BE A NEW ROADWAY ALIGNMENT. IT'S ABOUT A MILE AND A HALF IN LENGTH, AND THE CITY HAS REQUESTED $250,000 FOR PROJECT DEVELOPMENT AND ENVIRONMENTAL STUDY. SOUTH OF PLANT CITY IS THE MEDULLA ROAD EXTENSION. THIS WOULD GO FROM CLEMONS ROAD TO CORONET ROAD. THE CITY IS REQUESTING $250,000 FOR DESIGN AND ENVIRONMENTAL WORK. IT'S ABOUT A THIRD OF A MILE IN LENGTH, AND IT WOULD BE A NEW TWO-LANE ROAD. ANOTHER EXTENSION THAT PLANT CITY HAS REQUESTED MONEY FOR IS ON THE EAST SIDE OF PLANT CITY OVER TO COUNTY LINE ROAD ON TRAPNELL ROAD. THIS WOULD BE ANOTHER TWO-LANE EXTENSION, ABOUT A QUARTER OF MILE IN LENGTH, AND THE CITY HAS REQUESTED $4.5 MILLION FOR THE RIGHT-OF-WAY AND DESIGN. ANOTHER EXTENSION IN PLANT CITY WOULD BE OFF OF RICE ROAD BETWEEN CORONET AND COUNTY LINE ROAD. IT WOULD BE A NEW TWO-LANE ROAD, ABOUT 2.25 MILES IN LENGTH, AND THE CITY HAS REQUESTED $250,000 FOR DESIGN AND ENVIRONMENTAL. THE THREE APPLICATIONS THAT WE RECEIVED FOR THE TRANSPORTATION DEMAND MANAGEMENT CAME FROM THE BAY AREA COMMUTER SERVICES, THE TAMPA DOWNTOWN PARTNERSHIP, AND THE NEW NORTH TRANSPORTATION ALLIANCE. BAY AREA COMMUTER SERVICES SERVES THE TRANSPORTATION AND MANAGEMENT NEEDS OF THE GREATER TAMPA BAY REGION IN A FOUR- OR FIVE-COUNTY REGION, SO THEY'VE REQUESTED $460,000 FOR THEIR REGIONAL WORK. IN PART OF THEIR WORK, THEN, THEY SUPPORT THE EFFORTS OF THE LOCAL TRANSPORTATION MANAGEMENT ORGANIZATIONS, WHICH INCLUDE THE TAMPA DOWNTOWN PARTNERSHIP, WHOSE FOCUS IS ON DOWNTOWN TAMPA AND THE IN-TOWN AREA, AND THEN THE NEW NORTH TRANSPORTATION ALLIANCE THAT'S IN THE USF AND NORTH TAMPA AREA. WE ALSO RECEIVED AN APPLICATION REQUESTING FUNDS FROM HARTLINE FOR 20 ADDITIONAL BUSES, AND THE REQUESTED AMOUNT WAS FOR $10 MILLION. PLANT CITY REQUESTED $1.4 MILLION FOR REDEVELOPMENT THAT THEY'RE DOING IN THEIR DOWNTOWN AREA. THIS WOULD TIE SOME TRANSPORTATION IMPROVEMENTS WITH SOME LAND USE CHANGES THAT THEY'RE MAKING IN THAT AREA. CITY OF TAMPA SUBMITTED AN APPLICATION FOR UPGRADING THEIR CURRENT TRAFFIC SIGNAL CONTROLLERS. THAT WOULD BE A REQUEST OF $3.5 MILLION. THE FINAL APPLICATION, THEN, IS FOR THE WESTSHORE AREA. THE MPO COMPLETED BACK IN 2004 A PEDESTRIAN SYSTEM IMPROVEMENT PLAN FOR THE WESTSHORE AREA. THIS REQUEST CAME IN FROM THE WESTSHORE ALLIANCE TO IMPLEMENT SOME OF THE RECOMMENDATIONS THAT CAME OUT OF THAT STUDY, INCLUDING IMPRINTED CROSSWALKS AND PEDESTRIAN COUNT- DOWN SIGNALS. THE REQUESTED AMOUNT IS FOR $302,000. WE TOOK THOSE APPLICATIONS AND WE EVALUATED THEM AT A STAFF LEVEL THIS YEAR, REVIEWED THEM AGAINST WHAT WAS THE MPO CRITERIA. OF THOSE 15 APPLICATIONS THAT CAME IN, 13 WERE THE SAME APPLICATIONS OR VERY SIMILAR TO THE APPLICATIONS THAT WERE SUBMITTED LAST YEAR. WITH THAT BEING THE CASE, WE MADE THE DECISION NOT TO REEVALUATE THOSE. USING THE SAME APPLICATIONS AND SAME CRITERIA, WE JUST TOOK THE APPLICATIONS AND THE EVALUATIONS -- OR THE EVALUATIONS, EXCUSE ME, FROM LAST YEAR AND MOVED THOSE FORWARD. THE TWO PROJECTS THAT WERE REEVALUATED THIS YEAR WAS THE CROSS CREEK WIDENING AND THE RICE ROAD EXTENSION. THOSE WERE THE TWO OF THE 15 APPLICATIONS THAT WERE NEW THIS YEAR. SO WE TOOK THOSE AND THEN, BASED ON THE TECHNICAL RANKING, PRESENTED A TECHNICAL PRIORITY RANKING TO THE COMMITTEES, ALSO TO YOU LAST MONTH, AND ARE BRINGING IT FORWARD THIS MONTH WITH A RECOMMENDATION FOR A FUNDING AMOUNT. BECAUSE OF THE ANTICIPATED REVENUES THAT WE EXPECT AND THE AMOUNT OF APPLICATIONS THAT WE RECEIVED, NOT ALL THE APPLICATIONS ARE RECOMMENDED FOR FUNDING. WHAT THAT MEANS, THEN, IS WE ARE MAKING A RECOMMENDATION OF ABOUT $23 MILLION FOR FUNDING FOR THE NEW FIFTH YEAR OF 2013-2014. AS HAS BEEN OUR TRADITION AND OUR HISTORY, WE ARE TAKING SOME MONEY AND SETTING THAT ASIDE FOR MPO PLANNING STUDIES. THAT IS TO CONTINUE THE WORK WE DO IN ASSISTING THE LOCAL AGENCIES IN COMPLETING STUDIES THAT NEED TO BE DONE. SO WE ARE MAKING A RECOMMENDATION THIS YEAR TO FULLY FUND THE 40th STREET APPLICATION OF $8 MILLION. WE'RE MAKING A RECOMMENDATION TO FUND HALF OF THE APPLICATION REQUESTS FOR THE TAMPA DOWNTOWN PARTNERSHIP, WHICH WOULD BE 195,000. WE'RE RECOMMENDING HALF FUNDING FOR THE BUS REPLACEMENTS, WHICH WOULD BE $5 MILLION. THE REQUEST FOR THE TRAFFIC SYSTEM MANAGEMENT UPDATE FOR THE CITY OF TAMPA, WE'RE RECOMMENDING HALF FUNDING OF THAT OF 1.75 MILLION. FOR THE BAY AREA COMMUTER SERVICES AND THEIR TRANSPORTATION DEMAND MANAGEMENT APPLICATION, WE'RE RECOMMENDING HALF FUNDING OF THAT OF 230,000. THE WESTSHORE ALLIANCE PEDESTRIAN IMPROVEMENT CORRIDORS, WE'RE RECOMMENDING FULL FUNDING OF THAT APPLICATION REQUEST OF 302,000. THE WIDENING OF SAM ALLEN ROAD FOR THE CONSTRUCTION -- OR THE RIGHT-OF-WAY BETWEEN 39 AND PARK, WE'RE RECOMMENDING $1.12 MILLION FOR THE RIGHT-OF-WAY. FOR THE BRUCE B. DOWNS RIGHT-OF-WAY BETWEEN BEARSS AND PALM SPRINGS BOULEVARD WE'RE RECOMMENDING $6 MILLION. AND THEN FOR THE NEW NORTH TRANSPORTATION ALLIANCE AND THE TRANSPORTATION DEMAND MANAGEMENT WORK, WE'RE RECOMMENDING HALF FUNDING AT 195,000. WE ALSO HAVE THE RESPONSIBILITY OF ESTABLISHING PRIORITIES FOR THE TRANSPORTATION ENHANCEMENT PROGRAM. THIS IS A PROGRAM THAT IS DESIGNED FOR ENHANCEMENT TYPE ACTIVITIES ALONG THE ROADWAY, NOT SPECIFICALLY FOR ROADWAY WIDENING. WE DO HAVE A CURRENT CANDIDATE LIST OF PROJECTS THAT HAVE BEEN PREVIOUSLY SUBMITTED AND PRIORITIZED BY THE MPO. THAT LIST STANDS AT ABOUT $8 MILLION OF REQUESTS. SO WHAT WE ARE DOING IS MOVING THAT CANDIDATE LIST FORWARD AND LEAVING THOSE PROJECTS THE WAY THEY ARE. SOME OF THE PROJECTS THAT ARE CURRENTLY ELIGIBLE AND ALSO FEASIBLE FOR USE OF THE ENHANCEMENT MONEY THAT WILL GO INTO THE CYCLE THIS YEAR IS THE UPPER TAMPA BAY TRAIL DESIGN. THIS WOULD CONNECT UP TO THE SUNCOAST TRAIL HEADWAY. THERE IS A SIDEWALK PROJECT ON DALE MABRY UP IN THE LAKEVIEW/CHEVAL AREA THAT IS IN CONSIDERATION. THERE IS AN ENHANCEMENT PROJECT FOR BUSCH BOULEVARD THAT WOULD TIE IN WITH WHAT'S GOING ON WITH THE RESURFACING, ADDING SOME SIDEWALKS ALONG THAT. AND THEN THERE'S AN APPLICATION THAT'S COME IN FROM THE CITY OF TEMPLE TERRACE FOR SOME IMPROVEMENTS AT THE 56th STREET AND BUSCH BOULEVARD INTERSECTION. THESE FOUR PROJECTS ARE AT THIS TIME ELIGIBLE AND FEASIBLE FOR USING THE ENHANCEMENT FUNDS. UNFORTUNATELY, THERE IS MORE ON THIS LIST STILL THAN ONE YEAR WILL FUND, SO IT WILL GO INTO A PROCESS OF DETERMINING WHICH PROJECTS CAN BE FUNDED, AND THAT WILL COME BACK TO YOU AS WELL AS THE SURFACE TRANSPORTATION PROGRAM LIST IN THE D.O.T.'S WORK PROGRAM IN DECEMBER. WE ALSO COORDINATE WITH THE DEPARTMENT OF TRANSPORTATION ON FUNDING OF OTHER STATE AND FEDERAL FUNDS. THERE IS A LETTER IN YOUR PACKET THAT STATES WHAT THE GENERAL PRIORITIES ARE FOR THE SPENDING OF THOSE CATEGORIES, AND THOSE ARE CONSISTENT WITH THE CURRENT LONG- RANGE TRANSPORTATION PLAN. WE HAVE GONE THROUGH THE COMMITTEE PROCESS AND ALSO A REVIEW AND ACTION YOU CAN SEE ON THE AGENDA WRITE-UP, THE ACTION THAT WAS TAKEN BY THE COMMITTEES THAT REVIEWED THIS OVER THE PAST MONTH. WE'RE HOLDING THE PUBLIC HEARING TODAY TO GET THE BOARD'S APPROVAL ON THIS BEFORE TRANSMITTING THE PRIORITIES TO D.O.T. FOR PROGRAMMING. SO WHAT STAFF IS REQUESTING IS THAT THE MPO APPROVE THE PRIORITY LIST AND ALLOW STAFF TO FORWARD THESE TO D.O.T. FOR PROGRAMMING. WITH THAT, IF THERE'S ANY QUESTIONS. >>JOE AFFRONTI: YES. MS. OR HOW DO WE DEAL WITH UNDERBIDS, WHICH IS SORT OF A NOVEL PROBLEM? >>WALLY BLAIN: FROM THE PRIORITY STANDPOINT, WE DO SUBMIT MORE IN A PRIORITY AMOUNT THAN WE REALLY ANTICIPATE RECEIVING. WE ANTICIPATE RECEIVING SOMEWHERE AROUND $20 MILLION EACH YEAR FROM THE SURFACE TRANSPORTATION PROGRAM, AND THE LIST CURRENTLY HAS 23 MILLION ON IT, SO THERE IS SOME ADDITIONAL PRIORITIES. WE ALSO HAVE PRIORITIES OR PROJECTS THAT ARE NOT RECOMMENDED FOR FUNDING THAT WE DO SHOW IN A PRIORITY ORDER, SO THERE IS A PRIORITY BEYOND THAT. ON THE PROGRAMMING SIDE, THOUGH, I WOULD LEAVE IT UP TO EITHER D.O.T. OR THE OTHER IMPLEMENTING AGENCIES TO DISCUSS THAT ISSUE. >>DON SKELTON: ADDRESSING THE ISSUE OF LOW BIDS, ANYTIME WE HAVE AN AMOUNT PROGRAMMED IN OUR FIVE-YEAR WORK PROGRAM, IF THE BID COMES IN UNDER THAT, THE EXCESS WOULD THEN BE RETURNED TO THE GENERAL CONTINGENCY BOX, WHICH IS USED TO COVER ANY SUPPLEMENTAL AGREEMENTS THAT ARE NEEDED DURING CONSTRUCTION, ANYTHING ALONG THOSE LINES. MATHURIN, DID EXPRESS CONCERN THAT THE MONEY FOR REPLACEMENT BUSES WAS ONLY HALF OF WHAT WAS NEEDED. WE DISCUSSED HART'S TRANSIT DEVELOPMENT PLAN. MARY SHAVALIER GAVE A PLAN UPDATE FOR 2009 THROUGH 2018, WHICH WAS A REQUIREMENT OF THE FLORIDA DEPARTMENT OF TRANSPORTATION. MS. SHAVALIER STATED THAT THE THREE KEY ELEMENTS OF THIS YEAR UPDATE INCLUDED THE NEEDS PLAN, STATUS QUO PLAN, AND RECOMMENDED ACTION PLAN. THEY WILL BE PRESENTED TO THE MPO BOARD LATER ON IN THE AGENDA. COMMENTS FROM CAC MEMBERS INCLUDED THE NEED TO STEP UP AND INCREASE FUNDING FOR TRANSIT, THE ADDITION OF HIGH OCCUPANCY VEHICLE LANES TO THE UPDATE, AND ALSO HAVING A TRANSFER CENTER AT THE AIRPORT. FOLLOWING THE DISCUSSION, THE CAC CONCURRED THAT THE HART TRANSIT DEVELOPMENT PLAN WAS CONSISTENT WITH THE MPO'S LRTP, RECOMMENDED THAT IT BE FORWARDED TO THE MPO FOR CONSIDERATION. THE STATUS REPORTS, TAMPA AUTHORITY MASTER PLAN UPDATE, THE PRESENTATION WHICH THE MPO WILL HEAR NEXT MONTH WAS VERY INFORMATIVE FOR US. STAFF FROM THE PORT AUTHORITY ALSO ENCOURAGED THE MEMBERS TO TAKE A TOUR OF THE PORT, WHICH RUNS EACH DAY. THE CAC MEMBERS ASKED STAFF TO ARRANGE THE TOUR. WE HAD A HART SAFETY AND SECURITY UPDATE. HART STAFF SHOWED REAL-TIME CAMERA OPERATION FROM ONE OF HART'S BUSES. THESE CAMERAS ARE POSITIONED SO THAT THE PASSENGERS CAN SEE EVERYTHING THAT'S HAPPENING ON THE BUSES AND ALSO HART CAN SEE THIS. MANY LABOR ISSUES AND ROBBERIES AND ACCIDENTS HAVE BEEN OVERCOME AND RESOLVED BECAUSE OF THIS. THIS YEAR'S UPDATE IS JUST A MINOR UPDATE, SO WE'RE TALKING ABOUT SOME OF THE NEEDS IN THE COMMUNITY AND WHAT ARE THE PRIORITY PROJECTS FOR HART AND THEN WHAT ARE SOME OF OUR ACTIONS. WE'VE HAD A GREAT YEAR. RIDERSHIP IS REALLY CONTINUING TO GO UP. SYSTEMWIDE WE'RE ABOUT 8% RIDERSHIP INCREASE FROM THIS TIME LAST YEAR. OUR EXPRESS SERVICE ESPECIALLY IS BULGING AT THE SEAMS. LOTS OF GREAT RIDERSHIP, ESPECIALLY TO MacDILL, AND OUR PARATRANSIT SERVICE -- THAT'S THE SERVICE FOR THE DISABLED, IT TAKES PEOPLE FROM BASICALLY THEIR HOMES TO, YOU KNOW, SOME OF THEIR IMPORTANT DESTINATIONS IN THE COMMUNITY -- THAT IS AGAIN CONTINUING STRONG GROWTH AT ABOUT 26%. SO WE'VE HAD A GREAT YEAR IN TERMS OF RIDERSHIP. SERVICE, WE'VE BEEN RESTRUCTURING OUR SERVICE. WE'RE CONTINUING TO DO THAT, TRYING TO TAKE SOME OF OUR LOWEST-PRODUCTIVE SERVICE, DO SOME TRIMMING THERE, AND REINVEST IT IN SOME OF THE HIGHER RIDERSHIP SERVICE. WE'VE ADDED SOME LATE-NIGHT AND WEEKEND SERVICE, AND WITH THE CITY OF TAMPA'S ASSISTANCE, WE'VE BEEN REORGANIZING SOME OF THE TROLLEYS IN THE DOWNTOWN. TWO NEW TRANSFER CENTERS WERE BUILT, ONE IN WEST TAMPA AND ONE AT NORTHWEST -- IN THE NORTHWEST PART OF THE COUNTY AT SHELDON AND WATERS. THAT WAS DONE WITH HILLSBOROUGH COUNTY'S ASSISTANCE. THOSE ARE HELPING OUR BUS ROUTES CONNECT AND GIVE PASSENGERS A BETTER PLACE TO WAIT. WE HAVE A COMPREHENSIVE PROJECT, OUR I.T.S. THAT'S ALSO ON OUR BUSES, AND THAT IS THE TRACKING OF THE BUS, WHERE IT IS, PASSENGERS ON IT, AND THE SECURITY CAMERAS THAT YOU JUST HEARD ABOUT. THAT IS REALLY HELPING US GET BETTER INFORMATION OUT TO PASSENGERS. THEY'LL KNOW WHEN THE NEXT BUS IS, AND THERE'S A LOT OF APPLICATIONS THAT WE CAN USE WITH THIS SORT OF FRAMEWORK. WE'VE COME TO THE MPO THIS -- EARLIER THIS YEAR ABOUT THE STREETCAR EXTENSION. WE WORKED WITH THE STREETCAR BOARD AND THE CITY OF TAMPA AND GOT THAT 20-YEAR FUNDING PLAN FOR THE STREETCAR, ENSURING THAT THERE'S 20 YEARS OF OPERATING FUNDING. THAT WAS CRITICAL, AND WE ALSO COMPLETED THE CAPITAL FUNDING FOR THE EXTENSION TO THE WHITING STREET. IT'LL TAKE IT FROM THE MARRIOTT WHERE IT TERMINATES NOW OVER TO THE WHITING STREET BY THE "Y," THAT THIRD OF A MILE EXTENSION, AND THAT WILL BE UNDERWAY SOON. AND THEN BUS RAPID TRANSIT, THAT IS SERVICE -- BUSES OPERATING ON THE STREET WITH ENHANCED FACILITIES, SIGNAL PRIORITY. IT'LL HELP OUR BUSES GO FASTER. SHELTERS WITH SOME OF THIS REAL-TIME PASSENGER INFORMATION AND LEVEL BOARDING. THE TWO CORRIDORS THAT WE'RE WORKING ON IS THE NORTH-SOUTH, NEBRASKA -- IT GOES FROM THE DOWNTOWN UP NEBRASKA ALONG FLETCHER, WHERE THERE WILL BE A PARK-N-RIDE LOT IN THE VICINITY OF I-75 AND FLETCHER, AND OUR EAST-WEST, WHICH IS GOING FROM TEMPLE TERRACE ALONG HILLSBOROUGH AND MLK OVER TO THE WESTSHORE BUSINESS DISTRICT AND THE TAMPA INTERNATIONAL AIRPORT. THE COUNTY HAS GIVEN US SOME GREAT FUNDING. THE NORTH-SOUTH IS UNDERWAY NOW. WE STARTED ENGINEERING AND DESIGN LAST WEEK. AND THE EAST-WEST, WE ARE PUTTING IN A PACKAGE THIS YEAR -- OR THIS WEEK TRYING TO GET $17 MILLION OF FEDERAL MONEY. WE'LL BE WORKING CLOSELY WITH THE AIRPORT AND THE AVIATION AUTHORITY TRYING TO GET A BUS TRANSIT CENTER IN THAT -- AROUND THAT AIRPORT AREA. SO THOSE ARE TWO CRITICAL PROJECTS THAT WILL HELP OUR SYSTEM. SHELTER ADVERTISING, YOU'LL SEE, THEN, SOME OF THE SHELTERS. WE'VE CONTRACTED WITH AN ADVERTISING COMPANY. THEY'LL BE SELLING THE ADS. THEY'LL BE PUTTING UP SHELTERS AND MAINTAINING IT. ABOUT 200 SHELTERS WILL BE GOING IN THE SYSTEM THAT WAY. THAT IS A GREAT PLUS FOR US. IT GETS THE SHELTERS OUT THERE, AND THEY HAVE TO MAINTAIN IT. AND BUS STOP ACCESSIBILITY, IMPROVING ACCESSIBILITY AT OUR BUS STOPS, AND THEN CONTINUING CLOSE COORDINATION WITH PSTA, WITH FDOT, AND, AS I SAID, THE AIRPORT. UNMET NEEDS. LIKE EVERYBODY, WE HAVE SOME OF OUR CHALLENGE IN UNMET NEEDS. OUR SERVICE THAT WE HAVE OUT ON THE STREET IS NOT ENOUGH SERVICE, LONG WAIT TIMES, IT -- YOU KNOW, PEOPLE NEED LONGER HOURS. MANY PARTS OF THIS THOUSAND-SQUARE-MILE COUNTY ARE NOT SERVED, AND AS THE MPO KNOWS VERY WELL, DOING ALL THE COMMUNITY OUTREACH, THERE'S A LOT OF SUPPORT FOR MORE TRANSIT OUT THERE, INCLUDING LIGHT RAIL AND BUS RAPID TRANSIT. FINANCE -- WHAT DOES OUR FINANCES LOOK LIKE? THE AD VALOREM IS OUR MAIN FUNDING SOURCE, ABOUT 60% OF OUR OPERATING COSTS. YOU-ALL KNOW WHAT'S HAPPENING WITH THE AD VALOREM. THAT IS ONE OF OUR CHALLENGES IS ONLY HAVING THAT AD VALOREM AS OUR LOCAL FUNDING. FUNDING OPPORTUNITIES, WE HAD SOME GREAT FUNDING OPPORTUNITIES THIS YEAR. THE COUNTY GIVING US THE $40 MILLION FOR THE BUS RAPID TRANSIT, AND PARK-N-RIDE LOTS, INCLUDING ONE IN BRANDON WILL BE DEVELOPING, AND AS I SAID, WE'RE PUTTING IN AN APPLICATION TRYING TO GET $17 MILLION FROM THE FEDERAL GOVERNMENT TO COMPLETE THAT EAST-WEST. WE, LIKE A NUMBER OF PLACES, HAVE BEEN REALLY HITTING -- GETTING HIT BY THAT FUEL COST. IT'S REALLY INCREASED OUR COSTS. THE PARATRANSIT, AS WE'RE GETTING MORE DISABLED AND ELDERLY PEOPLE, THAT PARATRANSIT SERVICE, YOU KNOW, MORE DEMAND, AND THAT COST IS INCREASING. WE'VE BEEN VERY SUCCESSFUL, ESPECIALLY WITH MR. ARMIJO, IN WORKING ON OUR BUDGET, COST SAVINGS, SOME ADMINISTRATION RESTRUCTURING. THAT IS ENABLING US TO BALANCE THE BUDGET. OVER THE LONG-TERM, THOUGH, KEEPING OUR OPERATING COSTS GOING, ESPECIALLY AS WE EXPAND SOME SERVICE, THERE'S SOME LONGER-TERM SUSTAINABILITY ISSUES, AND WE ADDITIONALLY HAVE SOME CAPITAL PROGRAM LIMITATIONS. BUS REPLACEMENT THAT WE -- THAT YOU HEARD ABOUT, WE'RE VERY THANKFUL TO GET THAT $5 MILLION AND HOPE IT GETS REAUTHORIZED, AND WE DESPERATELY NEED A NEW OPERATIONS AND MAINTENANCE FACILITY. OUR OLD -- OUR EXISTING FACILITY AT 21st AVENUE IS VERY OLD. IT REALLY NEEDS SOME UPGRADING, AND THAT'LL BE ONE OF OUR PET PROJECTS THAT WE'RE TRYING TO GO AFTER. WE'VE BEEN AGAIN TRYING TO LOOK AT THE COUNTY, HOW DO WE DO A BETTER JOB AT SERVICE, AGAIN, LOOKING AT THOSE RAPID SERVICES IN THE MAIN TRAVEL CORRIDORS, TRYING TO GIVE PEOPLE SOME BETTER TRANSIT, MORE FREQUENT SERVICE, FASTER, SOMETHING THAT WILL ATTRACT PEOPLE THAT HAVE A CAR, YOU KNOW, TO HELP REDUCE THE CONGESTION. IN OTHER AREAS OF THE COUNTY, WE'RE LOOKING AT MORE EXPRESS SERVICE, PARK-N-RIDE LOTS, AND SOME OF THE FLEX SERVICES THAT WE WANT TO GET GOING IN SOME OF THE AREAS, SUCH AS SOUTH COUNTY, BRANDON AREA, TOWN 'N COUNTRY. AGAIN, OUR MAIN CHALLENGE IS FUNDING OVER THE LONG-TERM. AND THERE'S JUST A SNAPSHOT LOOKING AT OTHER FLORIDA PROPERTIES. WE'RE AT THE LOW END FOR LOCAL FUNDING. THIS IS 2006 STATISTICS. WE'RE AT THE LOW END, AND MIAMI-DADE BRINGING IN SALES TAXES AT THE HIGH END, ALTHOUGH THEY'RE HAVING SOME CHALLENGES TODAY. WHAT ARE WE GOING TO DO WITH OUR MONEY? RIGHT NOW, AS I SAID, WE'RE MOVING AHEAD WITH THE BRT. THAT'LL BE GETTING GOING IN 2011 ON THE NORTH-SOUTH, AND HOPEFULLY THE EAST-WEST WILL FOLLOW. IN MARCH WE'RE GOING TO BE EXPANDING SOME SERVICE FROM THE AIRPORT, WESTSHORE, TO THE DOWNTOWN, TAKING THAT SERVICE UP TO EVERY 15 MINUTES, AND THAT'S AN IMPORTANT -- BOTH DOWNTOWN TAMPA AND WESTSHORE ARE IMPORTANT AREAS THAT WE'RE TRYING TO, YOU KNOW, INCREASE OUR SERVICE, AND WITH THIS SPINE ALONG KENNEDY, WE'RE HOPING TO ATTRACT SOME GREAT RIDERSHIP. AND THEN LOOKING AT RESTRUCTURING OF SOUTH COUNTY AND SOUTH TAMPA. WHAT DOES IT LOOK LIKE THIS COMING YEAR? WHAT WE'RE TRYING TO DO, KEY IS TRYING TO GET ADDITIONAL FUNDING FOR OUR SERVICE. THE HART BOARD IS WORKING STRONGLY ON THAT ISSUE. ACCOMMODATING INCREASED DEMANDS. WE HAVE SOME STANDING ROOM ONLY ON EXPRESS BUSES, AND WE'RE TRYING TO GET -- WE'RE STRAINED. WE DON'T HAVE ENOUGH BUSES. WE'RE BRINGING IN SOME OLDER BUSES FROM DALLAS. WE GET THE FEDERAL MONEY FREE, WHICH IS A GREAT DEAL FOR US. WE'RE GOING TO REPAINT THEM. THEY'RE SMALLER BUSES, BUT THEY'RE GOING TO HELP US WITH SOME OF OUR SERVICE ISSUES. COORDINATING WITH TRANSPORTATION PROVIDERS. WE'RE GOING TO BE WORKING WITH PSTA AT SERVICE IN WESTSHORE. THE EXPRESSWAY AUTHORITY HAS A PROJECT AND HOPEFULLY MAYBE LOOKING AT HOV LANES OR HOT LANES. ACCELERATING ACCESSIBILITY IMPROVEMENTS. IT'S IMPORTANT FOR THIS COUNTY, AND I KNOW YOU GAVE OUT SOME MONEY TODAY FOR SOME OF THOSE IMPROVEMENTS. AND THEN LOOKING FOR MONEY FOR THE OPERATIONS AND MAINTENANCE FACILITY. ONE OF THE KEY ISSUES THAT THE HART BOARD APPROVED ON AUGUST -- AT THEIR AUGUST 4th MEETING WAS THE ALTERNATIVE ANALYSIS STUDY, A WORK PROGRAM FOR THAT STUDY. IF YOU'RE GOING AFTER FEDERAL MONEY FOR A MAJOR INVESTMENT SUCH AS RAIL, THIS IS ONE OF THE FIRST STEPS. HART WAS SUCCESSFUL IN GETTING SOME APPROVALS BACK IN 2003, BUT THAT PROCESS WAS DISCONTINUED. THE STUDY COMPLETED IN NOVEMBER LAST YEAR PROVIDED A FRAMEWORK TO EXAMINE ISSUES PERTAINING TO THE ELDERLY AND MADE RECOMMENDATIONS FOR LONG-TERM SOLUTIONS, INCLUDING HOUSING AND TRANSPORTATION ISSUES. THE TDCB, THROUGH ITS OUTREACH AND AWARENESS COMMITTEE, HAS BEEN WORKING WITH LOCAL TRANSPORTATION SOCIAL SERVICE AGENCIES, INCLUDING AGING SERVICES, TO ADDRESS THE NEED FOR SERVICES ON THE WEEKEND FOR THOSE WHO ARE -- WHO ARE DEPENDENT ON TRANSIT OR PARATRANSIT SERVICES. ONE APPROACH IS TO COORDINATE WITH THE FAITH-BASED ORGANIZATIONS THAT ALREADY PROVIDE SOME TRANSPORTATION SERVICE IN THE COMMUNITY. AS A FOLLOW-UP TO THEIR MASTER PLAN, AGING SERVICES COMMISSIONED A STUDY TO INVESTIGATE HOW THE COUNTY AND LOCAL CONGREGATIONS CAN COLLABORATE TO MEET THE NEEDS OF SENIORS. THE TDCB WILL CONTINUE TO WORK WITH AGING SERVICES ON THIS EFFORT. SIMILAR TO THE REST OF THE NATION, 12% OF HILLSBOROUGH COUNTY'S POPULATION IS AGE 65 AND OLDER, AND BY 2030 THAT NUMBER WILL INCREASE TO 19.8%. THE ACCESS TO TRANSPORTATION IS AND WILL BE INCREASING TO BE A VITAL COMPONENT OF MAINTAINING THE QUALITY OF LIFE FOR OUR RESIDENTS. THE NEXT TDCB MEETING WILL BE HELD ON AUGUST 23rd -- THAT CAN'T BE RIGHT -- AT 9:15 ON THE 18th FLOOR OF COUNTY CENTER. I'VE ALSO ATTENDED THE HILLSBOROUGH COUNTY TRANSPORTATION TASK FORCE MEETINGS. ON AUGUST 12th I WENT ON A FACT-FINDING TRIP WITH ELAINE McCLOUD, WHO IS ON THE MAYOR'S STAFF, AND COUNCILMAN TOM SCOTT, WHICH WAS VERY INFORMATIVE. WE MET WITH THE DIFFERENT OFFICIALS IN CHARLOTTE AND TALKED ABOUT THEIR EFFORT IN BRINGING RAIL TRANSIT. THEY HAVE A TEN-MILE LINE THAT'S BEEN COMPLETED, AND THEY'RE WORKING ON THEIR SECOND LEG NOW. THEIR RIDERSHIP WAS BASICALLY DOUBLE WHAT THEY ESTIMATED. THE THING I GUESS THAT MOST IMPRESSED ME WAS THIS IS THE FIRST CITY I'VE GONE TO THAT I REALLY COULD IDENTIFY TAMPA WITH IN SIZE AND DENSITY AND APPEARANCE, SO IT'S CLEAR THAT A CITY OUR SIZE -- ACTUALLY CHARLOTTE METRO AREA IS QUITE A BIT SMALLER THAN TAMPA IS IN POPULATION, AND THEIR SYSTEM'S WORKING VERY WELL. WE GOT TO RIDE THE SYSTEM, SEE THEIR MAINTENANCE YARD, AND AGAIN MEET WITH THE LAND USE PEOPLE, THE TRANSPORTATION PEOPLE TO UNDERSTAND HOW THEY PUT IT ALL TOGETHER. THE GOOD PART IS THAT I THINK WHEN THEY WENT TO THE VOTERS FOR REFERENDUM, THEY HAD MUCH LESS INFORMATION ABOUT WHAT THEY WERE GOING TO DO THAN WE ALREADY HAVE, SO I THINK WE - - THE ONE THING ABOUT BEING LAST IS YOU HAVE THE ADVANTAGE OF WATCHING WHAT EVERYBODY ELSE DID AND TRYING TO AVOID THEIR MISTAKES. BUT THE SYSTEM SEEMS TO BE WORKING VERY WELL, AND EVERYBODY IS VERY IMPRESSED WITH IT. YOU MAY BE AWARE THEY HAD A VOTE ABOUT SIX MONTHS BEFORE THE SYSTEM WAS COMPLETE TO RESCIND THE TAX, AND THAT VOTE FAILED BY 70%. SO CLEARLY THAT'S VERY HIGH FOR ANY KIND OF VOTE. THE PEOPLE OF CHARLOTTE ARE VERY SUPPORTIVE OF THE LIGHT RAIL SYSTEM AND EXPANDING IT EVENTUALLY TO FIVE DIFFERENT CORRIDORS. I ALSO WENT TO A CONGESTION MANAGEMENT TRAINING WORKSHOP IN ORLANDO FOR THE DAY AUGUST 13th. I PRESENTED THE MPO TRANSIT PLAN TO THE HOME BUILDERS ASSOCIATION GOVERNMENT AFFAIR COMMITTEE ON THE 21st, WHICH WAS WELL RECEIVED. I'M SENSING AN UNDERSTANDING ON THE PART OF MANY IN OUR BUSINESS COMMUNITY THE IMPORTANCE OF HAVING A MULTIMODAL TRANSIT SYSTEM FOR OUR CONTINUED PROSPERITY HERE IN TAMPA. IN ADDITION TO THAT, THE AUGUST 22nd TBARTA MEETING THEY DISCUSSED THE PROPOSED BUDGET, THE EXECUTIVE DIRECTOR'S SEARCH, FUNDING AND FINANCE COMMITTEE DISCUSSIONS, AND ANNOUNCED THE NEXT LAND USE WORKING GROUP, WHICH I PARTICIPATE IN, WILL BE ON SEPTEMBER 10th AT TBRCP. THIS IS AN IMPORTANT GROUP TO TIE IN OUR ACTIVITY CENTERS AND LAND USE WITH TBARTA'S PLANNING EFFORTS. COMMISSIONER FERLITA ASKED ME TO PARTICIPATE IN A SHOW, WHICH WAS QUITE ENJOYABLE, ON THE 25th CALLED "TAKING SIDES," WHICH IS GOING TO BE ON TELEVISION. IT SHOWS BASICALLY DOLLARS THAT PEOPLE PAID FOR ENERGY AND THEN IT SHOWS YOU IN REAL DOLLARS, REAL DOLLARS BEING ADJUSTED FOR INFLATION. NOW, THIS IS 150-YEAR HISTORY. THIS IS NOT THE LAST 30 MINUTES, THIS IS NOT THE LAST 30 YEARS, THIS IS OVER A PERIOD OF 150 YEARS. THE FIRST BIG BUMP IN OIL WAS WHEN WHALE OIL BECAME SCARCE, SO THAT'S THE FIRST TIME THAT OIL -- THE PRICE OF OIL REALLY JUMPED UP IS WHEN WHALE OIL BECAME SCARCE, BUT IF YOU REALLY LOOK AT THE HISTORICAL PRICE POINT OF OIL, THE HISTORICAL PRICE POINT OF OIL IS ABOUT $20 A BARREL. THAT'S OVER A PERIOD OF 150 YEARS. THE FIRST BIG JUMP-UP WE SAW WAS IN 1973. THAT WAS THE YOM KIPPUR WAR, AND I'M SURE A LOT OF YOU REMEMBER THE YOM KIPPUR WAR BECAUSE IT WAS A SURPRISE ATTACK ON THE STATE OF ISRAEL, AND UNITED STATES, GREAT BRITAIN, FRANCE, AND OTHER WESTERN ALLIES, RUSHED A LOT OF MILITARY ASSISTANCE TO ISRAEL BECAUSE OF A SURPRISE ATTACK, AND WHAT HAPPENED IS THE ARAB NATIONS CUT OFF OUR SUPPLY OF OIL. SO THAT WAS THE FIRST BIG SHIFT, IF YOU WILL, IN THE PRICE OF OIL. THE SECOND BIG SHIFT WAS THE FALLING OF THE SHAH OF IRAN. NOW, AFTER THE FALL OF THE SHAH OF IRAN, THREE THINGS HAPPENED THAT FUNDAMENTALLY CHANGED THE GAME OF OIL. THE FIRST THING THAT HAPPENED IS THAT NEW CAPACITY CAME ON- LINE. NEW CAPACITY CAME ON-LINE IN MEXICO WITH THE CANTARELL FIELD, PRUDHOE BAY CAME ON-LINE, AND NORTH SEA CAME ON- LINE. SO THE FIRST THING WAS WAS WE HAD A BIG JUMP-UP IN SUPPLY. THE SECOND THING THAT HAPPENED, AND THIS IS PARTICULARLY TRUE IN FLORIDA, IS WE MOVED A LOT OF ENERGY PRODUCTION, IN OTHER WORDS, POWER PRODUCTION, FROM OIL TO NATURAL GAS. AND SO AT ONE TIME 30% OR 40% OF OUR POWER PRODUCTION WAS FROM OIL, AND NOW IT'S REALLY -- IN FLORIDA IT'S 50%, NATIONALLY IT'S 20% FROM NATURAL GAS, SO THAT WAS THE SECOND BIG CHANGE. THE THIRD BIG CHANGE IS THAT WE BECAME MUCH MORE EFFICIENT IN OUR USE OF OIL, AND SO YOU SAW BASICALLY CONGRESS PASSED NEW FUEL STANDARDS, YOU SAW A LOT OF INDUSTRIES BASICALLY INCREASE THEIR USE -- DECREASE THEIR USE OF OIL CONSUMPTION, AND THEN YOU SAW A LOT OF SPECIFIC TYPES OF INDUSTRIES ACTUALLY MOVE OVERSEAS BECAUSE WE'RE NONCOMPETITIVE VIS-A-VIS ENERGY PRODUCTION. NOW, WHAT MANY PEOPLE DON'T REALIZE IS THAT JUST AS LITTLE AS TEN YEARS AGO THE PRICE OF OIL WAS ONLY $10 A BARREL, SO HERE YOU HAVE A 150-YEAR HISTORY SUGGESTING THAT THE TYPICAL PRICE HAS BEEN $20 A BARREL, AND NOW WE'RE OVER $100 A BARREL. NOW, WHAT'S THE OFFICIAL PRICE FORECAST? LOOK AT THIS DATE. THIS IS DECEMBER OF 2007. THIS IS FROM UNITED STATES GOVERNMENT, AND THEY WERE PROJECTING THAT IN WORST-CASE THE PRICE OF OIL WOULD BE $120 A BARREL 20 YEARS FROM NOW. AND WE HIT THAT PRICE WITHIN A MATTER OF 90 DAYS. SO WHAT I'M GOING TO SUGGEST TO YOU IS AT SOME POINT WE SEEM TO BE OUT OF TOUCH WITH REALITY WITH WHAT'S GOING ON, AND WHAT I'M TALKING ABOUT NOW -- I WAS ACTUALLY PART OF A TASK FORCE FOR THE STATE OF FLORIDA, HIRED BY THE STATE SIX YEARS AGO TO REALLY LOOK AT THE FUTURE OUTLOOK OF ENERGY FOR FLORIDA. EVERY DECADE SINCE 1963 WE'VE FOUND LESS AND LESS AND LESS OIL. NOW, WHAT MANY PEOPLE DON'T REALIZE IS THAT THERE ARE 14 FIELDS IN THE WORLD THAT PRODUCE 20% OF THE WORLD'S OIL, 14 FIELDS, AND I'M GOING TO GIVE YOU A LIST OF THOSE TOP 14 FIELDS. NOW, THERE'S A LOT OF DIFFERENT OPINIONS ABOUT WHAT WE CAN DO AND NOT DO VIS-A-VIS ENERGY, BUT THE REALITY IS IS THAT THESE ARE THE LARGEST PRODUCING FIELDS IN THE WORLD. NOW, I WANT YOU TO NOTICE THREE THINGS. ONE, WHAT COUNTRY ARE THESE FIELDS IN? SAUDI ARABIA, KUWAIT, SAUDI ARABIA, SAUDI ARABIA, IRAQ, ABU DHABI, SAUDI ARABIA, IRAQ, IRAN. AND THEN THE SECOND THING I WANT YOU TO LOOK AT IS THE DATES THAT THESE FIELDS WERE DISCOVERED, 1948, 1938, 1951, 1964, 1953. AND THEN LOOK AT THE SIZE OF THE FIELDS. 100 BILLION BARRELS, 60 BILLION BARRELS, 27 BILLION BARRELS. A LARGE FIELD TODAY -- TUPE IS THE LARGEST FIELD WE'VE FOUND IN OVER 30 YEARS. RIGHT NOW WE'RE PRODUCING FIVE MILLION BARRELS A DAY OF OIL. IF WE LIFTED THE OFFSHORE BAN ON DRILLING, THE EIA ESTIMATES WE COULD PRODUCE MAYBE AN ADDITIONAL 200 BARRELS OF OIL. THAT'S LESS THAN 1% OF OUR DAILY DEMAND, AND SO ANYONE THAT THINKS THAT THERE'S A LARGE AMOUNT OF OIL SOMEWHERE THAT SOMEHOW IS GOING TO SOLVE THE PROBLEM IS EITHER IGNORANT OR NOT BEING HONEST, AND I HATE TO SOUND SO -- YOU KNOW, I'VE BEEN DOING THIS FOR FIVE YEARS. SO REALLY, THIS -- SO THINK ABOUT THIS IN REGARDS TO U.S. SECURITY. THIS IS NOT ON YOUR CHARTS. THIS IS ONE I ADDED. WHEN I SAW THIS NEWS, I WAS STUNNED. I WAS TRULY STUNNED. WE'VE MADE A BIG GAMBLE, AND GUESS WHAT, THE GAMBLE IS NOT PAYING OFF. NOW, WHAT DOES THIS MEAN IN TAMPA BAY? YOU KNOW, IT'S INTERESTING BECAUSE IT'S INTERESTING TO GET JADED WHEN YOU SEE A TRILLION-DOLLAR ECONOMY AND YOU SEE BILLIONS FOR THIS AND YOU SEE A HUNDRED BILLION FOR THAT, BUT GUESS WHAT, THIS IS REALLY MONEY. IN ORDER TO PUT THIS IN CONTEXT, PUBLIX IS THE LARGEST PRIVATE ENTITY IN SOUTHWEST FLORIDA. THEY EMPLOY 22,000 PEOPLE. THEIR NET EARNINGS LAST YEAR WERE $1 BILLION, WHICH SUGGESTS TO ME THAT $3 BILLION IS JUST A LOT OF CASH, AND SO DON'T GET FOOLED BY THINKING, OH, A BILLION HERE, A BILLION THERE, THAT'S NOT REALLY MONEY. YOU LOOK AT TAMPA AND YOU LOOK AT TAMPA AGAINST 28 METRO AREAS IN THE COUNTRY, 28, THE TOP 28 METRO AREAS, AND TAMPA IS THE MOST VULNERABLE OF ANY OF THEM, NOT BY A LITTLE BIT BUT BY FAR IN REGARDS TO THE PERCENTAGE OF HOUSEHOLD INCOME THAT'S ACTUALLY DEDICATED TOWARDS TRANSPORTATION. THE FIRST IS IS YOU HAVE WONDERFUL WATER ACCESS AND A STRONG PORT, AND WATER IS ONE OF THE MOST EFFICIENT WAYS TO MOVE FREIGHT AND PEOPLE, ENERGY-EFFICIENT. YOU PROPERLY POINT OUT THE DEPENDENCE ON THE MIDDLE EAST. YOU KNOW, THERE ARE RIGHT NOW A LOT OF UNCERTAINTIES OBVIOUSLY, AND WE HAVE OIL MILITANTS IN VENEZUELA, IRAN, AND RUSSIA THAT CONTROL SUPPLY. THEY COULD PUMP MORE RIGHT NOW BUT THEY'RE NOT. WE HAVE POLITICAL PROBLEMS AROUND THE GLOBE THAT IMPACT THE SUPPLY. WE HAVE TERRORISM. THEY COULD TAKE OUT A BIG FACILITY IN SAUDI ARABIA OR A MAJOR PIPELINE, AND YOU HAVE ISSUES LIKE IRAN. YOU WANT TO SEE OIL GO OVER $200 A BARREL TOMORROW, JUST LET ISRAEL GO. IF THEY BOMB IRAN, THE PRICE IS OVER $200 A BARREL VERY QUICKLY, SO THOSE UNCERTAINTIES GIVE ME GREAT PAUSE AND GREAT CONCERN. LET ME ADD TO IT, CHINA'S STILL GOING BERSERK AND DOESN'T SHOW ANY SIGNS OF CHANGING THEIR INCREDIBLE ABUSE OF ENERGY, SO YOU ADD ALL THAT UP, AND WE HAVE OBVIOUSLY A SERIOUS, SERIOUS PROBLEM.
